Dear Chief Nisleit,
I would personally like to tell you that yesterday I tried to help the San Diego Sheriff's department and tried to talk with Ms Yan Li to calm her down. She had mental problems and she was terrified of dogs. Only the female Sheriff Deputies would listen to me. There was one large Sheriff that acted in charge and he was very aggravated with me. One female deputy tried to talk to her through the door and tell her I was outside and did she want to talk to me. Ms Li was yelling something and never hear the female Deputy. I repeatedly told them they needed a Psychologist first and to not use force as the only solution. The large Sheriff got more angry and told me to back up and leave. The Canine officer was not present when I was there and had I been I would told them that she was terrified of dogs. I have been around Ms. Li and talked to her and she was scared to death of officers coming into her house and she reacted like her life was being threatened. This did not need to happen. Had the Canine officer not been there and scaring her to death she probably would not have stabbed him. Most of all if a PRT team was there it would have never happened. The Sheriffs refused to wait for the Psychologist. This is so tragic and I wish I could help train the Sheriffs on how to deal with mentally ill suspects and not kill them. I hope I can talk to your investigators. (Four more sentences here involving unrelated matters are not disclosed to protect the privacy of other parties mentioned in the letter).
